program in "Homeland Security and Emergency Preparedness"

Here's follow-up story in the USA Today about the interesting new program at Joppatowne HS. Evidently, there are a lot of folks out there (perhaps mainly liberals?) who find this program unpalatable and a waste of resources.
I disagree. There's nothing wrong with instilling values of preparedness in youth. Perhaps when they grow up and take control of the government, they will value protecting human lives against natural disasters as equally as protecting lives against "terrorists."

I'm starting to think that we need to substitute the phrase "all hazards preparedness" where possible to reduce the number of references to the Fatherland and the 3rd Reich. (which in my opinion are ridiculous, but I am one of many many millions of people of the country I love)
